Electromagnetic Compatibility(International Certification)

FCC(Federal Communications Commission)

The U.S. electromagnetic certification system, mandated by federal communication laws, enforces stringent measures across the entire distribution spectrum, including imports, sales, displays, and advertising. Violations may result in severe penalties as per the law. Therefore, obtaining FCC certification is essential for products related to this system. Without FCC certification, it is impossible to clear products for entry into the United States, making FCC certification a mandatory requirement.

  • Certification
Most wireless communication devices follow the procedure of obtaining an FCC Grant (certification) issued by the FCC or a Telecommunication Certification Body (TCB). Relevant test reports and documents must be submitted to the FCC or TCB for review, leading to the issuance of the Grant. The FCC ID should be marked on the product.
  • SDoC
Testing can only be conducted at an FCC-designated accredited testing laboratory approved by A2LA or NVLAP or under an MRA. Relevant test reports and documents should be retained internally. The product should bear the DoC Logo, and FCC ID is not required.

SDoC

The SDoC policy, which combines DoC and VoC, aims to simplify the cumbersome and complex FCC certification process, reducing the burden on businesses. When a product is tested and certified using the SDoC method, a Declaration of Conformity document must be provided. This Declaration of Conformity document should be separately prepared as its own page and included with the product alongside the user manual during shipment. (One copy included with each product, not per shipment).

  • Product name and model name of the Declaration of Conformity product.
  • A statement that the product complies with FCC regulations.
  • Information about the local responsible party in the United States, including company name, address, contact details, and internet information.

Related guidelines and target items

The regulations requiring FCC certification are outlined in CFR (Code of Federal Register) Title 47 (Telecommunications), and the main contents of each Part are as follows. Similar to South Korea, products generating frequencies above 9 kHz require certification.

  • Part 2 : Frequency Allocations and Radio Treat Matters; General Rules and Regulations
  • Part 15 : Subpart C,D, and Unlicensed Low Power Transmitters
  • Part 18 : Industrial, Scientific and Medical equipment
  • Part 22 : Public Mobile Serivce
  • Part 68 : Connection of Terminal Equipment to the Telephone Network
  • Part 95 : Personal Radio Service

Guidelines for Test Registration

  • When submitting the initial testing request, it is mandatory to provide the business registration certificate.
  • If the applying company is different from the invoice-issuing company, the testing request must include the contact person/contact number/email of the invoice-issuing company.
  • Upload documents required for testing, such as product specifications and product photos (user manuals, documents outlining differences in the case of derivative models, etc.).
  • The required quantity of samples for certification is one unit, unless specific circumstances necessitate otherwise (additional requests can be made if necessary).
  • Clearly indicate the quantity of samples.
  • Testing will proceed only after the sample has been received and the testing fee has been paid in full.
  • The testing fee is subject to internal regulations of the institute.
  • Domestic testing fees should be transferred to the following account: (Bank) Woori Bank 974-023999-13-007 (Account Holder) KIEL Research Institute.
  • Submission document templates
  • Delays or insufficient submission of documents may result in delayed issuance of test reports.
