Building Energy Rating System

The Building Energy Efficiency Rating Certification System is a system that assigns grades to buildings based on their energy-saving capabilities. This system provides objective information about the building's energy performance, the quality of the living environment, and other relevant factors. By receiving recognition for the value of the building, including its energy efficiency, construction project participants, property owners, management entities, and building users all benefit. The aim is to ensure mutual benefits for everyone involved in the building process.

Certification targets

  • New and existing residential buildings
  • New and existing buildings for purposes other than residential use

Certification categories

  • Preliminary Certification: It refers to certifying the energy efficiency grade of a building based solely on the information reflected in the design documents.
  • Final Certification: It refers to certifying the energy efficiency grade of a building based on the evaluated results from the final design drawings and on-site inspections.

※ Those who have obtained preliminary certification need to obtain final certification. In this case, building owners who have received institutional and financial support based on preliminary certification must obtain final certification equal to or higher than the preliminary certification grade.

Certification grade

10 levels based on the annual primary energy consumption per unit area (kWh/(m²·year)) criteria (1+++, 1++, 1+, 1~7 grades)

Certification Procedure

Document evaluation is conducted based on the design documents, and on-site assessment is carried out for self-verification.

Incentive

  • (Relaxation of Building Standards) Buildings that have received a G-SEED(Green Standard for Energy and Environmental Design) of Excellent Grade or higher and an energy efficiency rating of Grade 1 or higher will receive a 3-9% relaxation in building standards.
  • (Acquisition Tax Reduction) Buildings that have received a G-SEED of Excellent Grade or higher and an energy efficiency rating of Grade 1 or higher will be eligible for a 3-10% reduction in acquisition tax.
  • (Property Tax Reduction) For buildings that have simultaneously acquired both the energy efficiency rating and the G-SEED, property tax will be reduced by 3-10% according to the certification grade. This reduction is applicable for a period of 5 years from the date of certification, as stipulated in Article 47-2 (Exemption for Green Building Certified Buildings) Paragraph 5 of the Local Tax Special Act, until December 31, 2018, starting from the date of certification (or completion date in the case of certification before the completion of construction).
